An Inquiry into Government Roles for Establishing a Basis of National Medical Information Network from the Angle of caBIG Project

Abstract
caBIG project was initiated by NCI (National Cancer Institute) from 2004 for sharing cancer study information in nation wide. This project has many differences of managerial concepts from other government managed study projects till now and can be a model of government roles as not only a biggest project manager but also a most important vision provider in the country. This study describes the ¡®differences¡¯ and explains why it can be a model of other government controlled project in the medical information fields. caBIG is not a simple national wide information system developing project
but a kind of constructing a national SOC (Social Overhead Capital) in the medical information field through its ¡®open source¡¯ policy. Because of using cutting-edge technologies such as SOA (Service Oriented Architecture), Grid computing and OOP (Object Oriented Programming), it can be predicted that this project hugely influences not only following similar projects but also whole fields of medical informatics in the world. First of all, it is important that government provides obvious visions which are helpful for all and shows clear technical requirements which can be accepted by all medical institutes. Then, the products of the project can be expect to become a new national standards (formal or informal)
